DCSA is Expanding Rap Back Enrollment Population
The Defense Counterintelligence and Security Agency (DCSA) is expanding Rap Back enrollment to the broader industry population—not just clearance holders—following the successful completion of a pilot program. This marks a significant milestone in the implementation of Trusted Workforce 2.0 (TW 2.0) and the transition to a Continuous Vetting (CV) framework in which the national security population is already participating.
Rap Back stands for “Record of Arrest and Prosecution Back” and is a service provided by the Federal Bureau of Investigation (FBI) that enables real-time notification of criminal arrests. Given the size of the industry population, DCSA is implementing Rap Back enrollment through a phased approach:
Phase 1: Rap Back Ready Population
This group includes industry personnel who already have fingerprints on file with DCSA, submitted from May 6, 2018, to the present. This phase begins April 1, 2026, following verification that FBI advisements have been administered by industry.
Phase 2: Rap Back Available Population
This group includes industry personnel with fingerprints on file with the FBI, submitted from June 2010 to the present. Typically, a new set of fingerprints would need to be reprocessed, and the results would be sent to DCSA. This phase will begin after Phase 1 is completed.
Phase 3: Remaining Industry Personnel
The remaining industry personnel without fingerprints on file will need to schedule fingerprinting. There is no defined timeline for this phase yet.
As this transition progresses and the number of enrolled personnel increases, the workload for security staff and adjudicators will continue to grow. Agencies will need to evaluate staffing levels and develop innovative approaches or leverage technology to manage the increased workload efficiently.
